Health and Safety Manager
Our client is a global manufacturer of chemical intermediaries which are used to make products important to everyday life. Their uniqueness is defined by a rich legacy of history and innovation coupled with the mindset of an entrepreneurial start-up. They are looking for a proven leader to develop, implement and direct all safety and health initiatives for all manufacturing, research and development, and administrative operations at the 200 employee site.
The position will report to the HSE Director and has matrixed reporting to the Plant Manager. The Safety and Health Manager is an active and engaged member of the Site Leadership Team. This position has several professionals reporting to them. Additionally this role will be accountable for managing key safety service contractors and suppliers, and will work closely with site labor representatives. The site is one organization’s largest and most complex chemical manufacturing operations. Key Responsibilities: • Establish and communicate a clear vision for site safety excellence resulting in a culture change including 100% regulatory compliance. • Sets clear expectations for leadership including front-line leaders for safety compliance. • Lead and provide expert hands-on technical involvement on issues, programs, and processes involving compliance with safety standards and policies and interpretation of business, local and
national safety requirements, permits and regulations. • Share best practices across the site to ensure continuous learning and improvement • Accountable for working directly with the Plant Manager within the site to fully implement required elements of the HSE Management System, RC 14001, and the continuous improvement activities related to safety programs. Take on a leadership role for RC14001 certification. • Participate in plant activities at the site on a regular basis, including tier meetings, floor visits, rapid problem solving, and continuous improvement discussions. Integrate safety with the plant’s operating system • Lead or participate in significant safety incident investigations and root cause analyses • Develops short and long-term strategies to achieve a total compliance management system. • Is able to lead site in the brainstorming, planning, and implementation of aspects to improve compliance and ensure continual improvement of the management system. • Sets up systems to audit implementation, and modifies plans as needed to continuously improve site safety compliance and site HSE culture. • Demonstrates strong commitment to HSE excellence and a passion for occupational safety.• Improve employee attitudes around occupational safety through teaching, leading and one-on-one contacts. • Ensures safety team’s roles as safety contacts to specific plant sub-areas continue to expand through implementation of the operating system such as standard work, Gembas, coaching, visual workplace, standard operating sheets, autonomous maintenance, etc. • Manages systems to regularly collect, track and trend key safety performance indicators. Analyzes leading and lagging data. Creates relevant summaries and action plans, and communicates findings and actions to help prevent safety incidents including near misses. • Provides technical advice and tactical support and works with employees at all organizational levels to affect corrective strategies, with respect to matters impacting occupational safety. • Accountable for management of safety corrective actions and timely closure of same. • Ensures site employees receive required safety training. • Responsible for site safety program compliance, including Federal, State, business and corporate safety requirements. • Reviews future/proposed regulations or corporate requirements, recommends path forward to site leadership, and implements appropriate program measures to ensure compliance. • Responsible for signing off on safety aspects of capital projects and other changes, via MOC, PSSR, and HS&E reviews, to ensure concept, design, and installation meet site/Corporate HSE and security requirements. Provides safety support in PHAs.
Coordinates management of contractor safety program.
Oversees site security program including MTSA.
Manages site occupational health program including medical support, injury management program.
Manages Emergency Response plans including coordination with outside response agencies and conducting required drills. Responsible for SARA Tier II reporting.
Basic Candidate Requirements: • Bachelors’ degree in engineering or science or a closely related technical science discipline is required. • Minimum of 5 years professional experience in a Health, Safety, and Environmental role including experience in the chemical process or petrochemical environment. • US work authorization.
Additional Candidate Requirements: • Experience working within a unionized environment is a plus. • Able to lead and direct other safety professionals and safety contractors/suppliers. • Advanced degree a plus. • CSP Certification strongly preferred. • Six Sigma / Lean certification is desired.
